<br /> <b>Abstract:<p align="Justify"> <br /> <br /> The growth of urban slum areas has become a global phenomenon, especially in the developing countries, known as third world countries. As a matter of fact this situation affects us deeply. Many studies had been carried out to look up for the best and optimal solution, and to make a better urban life condition.<p align="Justify"> <br /> <br /> <br /> The Indonesian's government has been trying with all cap-ability to find the way to solve this phenomenon. The effort is addressed for urban development, and also to make a better life quality of the poor who live in the slums. In anticipating a global condition, the government of Indonesia recently had decided to use the maximum participation of private sector and social potencion. As a matter of fact, this effort is not easy, especially when we face the stereotyped society, such as poor, hope-less, never trust on every government will, and high heterogenity level. All those situation make some experts believed that re-structuring the urban slum areas that involving the people participation (social participation) is really difficult.<p align="Justify"> <br /> <br /> <br /> The study is to prove that all sterotypes can get involve in restructuring the urban slum areas. The study shows us that the local community level have all minimum requirement to take part in the participation of restructuring the urban slum areas.<p align="Justify"> <br /> <br /> <br /> The problems come up when facing the missing link between the policy of the government, and the policy of the local community that lived in the slum areas. <br /> The end of the study, present some ideas that hopefully can fill up the missing link. So in every step of restructuring the urban slum areas can use the local people participation and minimize development cost.
