This encourages the government to design community forest use while maintaining the sustainability of the area. However, not many evaluations have been found from the implementation of these activities. One of the interesting practices to be investigated is the utilization of pine resin to empowering communities around Masigit Kareumbi Game Reserve (TBMK). This activity was carried out through a collaboration scheme between the Sawargi Forest Farmer Group (KTH) and the Medal Kencana with BBKSDA West Java. The purpose of this study is to identify the initial conditions of tapping pine resin and the impact of providing access to the use of pine resin and determine the optimal strategy for managing and utilizing pine resin in TBMK. The research location is in the villages of Sukajaya and Citengah, South Sumedang District. The approach used in this research is the Ostrom Institutional Analysis and Development (IAD) framework, stakeholder analysis, and the Analytical Hierarchy Process (AHP). Data collection was done by interviewing 22 respondents, observations, measurements in the field, and distributing questionnaires to experts. Based on the results of the study, it is known that the potential of pine resin of 308,377.3 kg/year has a positive impact on the economic, social and institutional aspects of society. This is seen from the increase in KTH members' income with an average of 59% of initial income, increased participation of KTH members in village activities and forest protection, and members' compliance with KTH's internal rules is quite high. But the practice of tapping pine sap tends to ignore the ecological aspects, seen from the number of tapping field that exceeds the provisions and depth of tapping with an average of 4 cm. The results of stakeholder analysis show that the parties involved in the management and utilization of pine resin in TBMK are the Ministry of Environment and Forestry, BBKSDA West Java, Sukajaya and Citengah Village Heads, KTH Sawargi and Medal Kencana, Pinus Merkusii Cooperative, and the Indonesian Conservation Cadre Communication Forum (FK3I). Each stakeholder has a good relationship with one another, but an optimal communication system is still needed so that the objectives of forest management and utilization can be achieved. Management criteria that need to be considered are the available forest resources that have not been optimally managed by the stakeholders. The recommended alternative strategy is to increase community assistance by FK3I and the involvement of the merkusii pine cooperative in limiting pine resin extraction. text
