Description
Summary:Water is a resource that is a basic need and is very necessary for humans and various other living things to undergo life processes. However, in 2018, national drinking water services will only reach 73.6% of the universal access target or 100% of the services to be achieved. Not achieving 100% of the clean water services has pushed the central government together with local governments in various cities/districts of Indonesia to carry out community-based clean water supply programs, such as PNPM Mandiri Nasional and Pamsimas. In the community-based water supply program, the sustainability of the water supply system is one of the important issues, in 2017 it was found that 20% of communitybased water supply systems in Indonesia are no longer functioning. Therefore, research needs carrying out relating to the sustainability of community-based water supply systems in areas that have successfully implemented community-based water supply programs to serve as an example for clean water supply programs in other regions going forward. This research conduct in Kelurahan Pegangsaan, Kecamatan Menteng, DKI Jakarta as an area that was once the Best Practice in providing clean water by the Ministry of Public Works in 2012. The clean water supply carried out through Program Nasional Pemberdayaan Masyarakat Mandiri Perkotaan (PNPM MP) (PNPM MP) which is part of PNPM National Mandiri, with the use of clean water bore wells that are called Air Rakyat Miskin (Arkin). The method used in this study is a quantitative research method with a descriptive analysis of the condition of the sustainability of the community-based clean water supply system from the Arkin clean water well based on Arkin management and services, the data and information obtained from interviews with Badan Keswadayaan Masyarakat (BKM) Kelurahan Pegangsaan and Arkin administrators, questionnaires on samples of household users at the location of the Arkin clean water well, as well as observations on the Arkin infrastructure system. Besides, the level of sustainability also classified into three levels, namely high (achievement of conformity to criteria and indicators of more than 66.7%), moderate (achievement of conformity to criteria and indicators ranging from 33.4% to 66.7%), and low (achievement compliance with criteria and indicators is less than 33.4%). Based on the results of the analysis, it’s known that most community-based water supply systems in the Pegangsaan Kelurahan are still sustainable because the average management and service of Arkin that has been carried out by local users of the Arkin clean water bore location is at a high and medium level classification. However, in all of the Arkin locations, it was found that the Arkin services that have been carried out by local users are still greater in portion supporting the sustainability of the community-based water supply system in Pegangsaan Village, compared to the Arkin management that has been carried out by locals of the Arkin location. This condition is due to several reasons, such as the lack of management's ability to conduct and lead the management of Arkin together with the user or user users, who pay more attenti
