Currently to follow the shift in global trends in the ICT industry to become digital, Telkom is implementing a corporate venture by forming the Amoeba Digital Program which is an incubator to manage employee innovation that forms a team called Amoeba or more commonly known as a startup. Business incubator is an institution or company that can come from various sectors with the aim of creating a program for novice entrepreneurs and specifically designed to foster companies in accelerating business development. Every Business Incubator must have the ability in strategic planning for startup companies and have connections with economic resources and the business community related to business information and consulting. The role of the Business Incubator is very strategic in developing Innovative SMEs, because through the incubator prospective new entrepreneurs based on science and technology can increase their capacity and business performance.
In developing a new business unit that is a business incubator, it is necessary to evaluate performance and improvement strategies to achieve goals, Telkom as a holding company that provides venture capital faces a problem, namely the high failure rate in the incubation process which results in large costs. Therefore, research is conducted to provide an overview of what factors need to be improved for the tenant development process and how the incubator business will develop in the future. To assess current business conditions, this study will conduct an analysis using the SWOT (Strengths, Weakness, Opportunities, Threats) methods to determine internal strengths and weaknesses together with the discussion of threats and opportunities to be faced in the future. External analysis will use the PESTEL (Political, Economy, Social, Technology, Ecological, Legal) method, comparison with competitors, and compare the level of interests and satisfaction felt by the tenants in participating in the incubator program, and for internal analysis using observation to see the process the current incubation. To narrow down the problems contained in the Amoeba incubator, the importance performance analysis method is used to determine the main problems in the incubator. The improvement strategy that will be proposed uses the TOWS matrix method based on the company's capability to improve the quality of resources to the incubator so that it also ties the quality of the tenants developed by the incubator.
