Summary:PT. X Indonesia (Persero) is a state-owned company based in the transportation business. In 2020, PT. X Indonesia wants to build a new product called N219, but the company still have problems with the certification delay. With so many aircraft orders that have been received, PT. X Indonesia must indirectly improve their work systems so they can complete product certification. One reason for the delay in certification is due to an increase in the percentage of rejection rates. Performance is measured using SAP and referring to the analysis it was found that 70% of the percentage of rejection rate conditions were caused by workmanship which was dominated by employee performance. Analysis of human resource management is needed to maintain employee performance, so the company knows which elements must be developed and have a major impact on employee performance. In the research method the writer uses qualitative and quantitative approaches. The qualitative approach uses in-depth interviews about human resource management in the production directorate with the respondents are 2 heads of the directorate of production, 1 chief of human resources and 1 employee. The quantitative approach uses a survey of 188 respondents, using five elements from the Human Resource Management Theory. Using the multiple regression analysis method, the writer wants to know the relationship between human resource management and employee performance. From the results of the analysis that has been done, the authors found there are 3 elements that have an influence on employee performance, namely leadership, people and the learning and innovation. Based on the questionnaire that has been done, these three elements also show a low value on the average survey score. For leadership, get a value of 14.46. For people, get a value of 14.11 and for learning and innovation, get a value of 14.44. These three elements are the root cause analysis of the low employee's performance in PT. X Indonesia. The data shows that the company has carried out its human resource management function properly, but this only happens in a few elements. After the author makes the root cause of the problem that occurs, then gives a proposal for the company to take steps to take an initiative in the human resource management program. Namely through; information and knowledge leadership program, information and knowledge management team and giving soft skills training.
