The dynamics of activities in a city influences urban space system formed by elements of the city. Some factors contributing to the decrease of cities identity’s clarity are an unclear concept of planning, use and control of spatial plan, undirected development conducted by private sector and other violations of spatial plan. Bukittinggi Municipality, famous as “Kota Wisata” or tourism city is one of some fast- growing cities in The Province of West Sumatera. It has a lot of natural and historical tourism objects. Some factors decreasing the clarity of identity elements in this area are a poorly prepared policy of planning, use and control of spatial plan and some violations of spatial plan in the city center. This phenomenon happened because there is no urban design policy regulating identity elements of the city center. This research is an effort to clarify identity elements in the city center of Bukittinggi Municipality by formulating urban design policy. To reach the goal, this research uses strategic management approach and policy formulation procedure based on urban design point of view. The product of this research is urban design policy to improve the clarity of identity elements in the city center of Bukittinggi Municipality.
