Based on its geograhical, geological. Hydrological and demographic condition, Indonesia categorize as disaster prone areas. Catastrophic events have occured and resulted in a wide variety of fatalities losses, environmental demage and material loss. Some of major natural disasters that occured in the mid of 2000s has shift the actor paradigm in disaster management from responsive to preventive and adaptive, and as the increases of International aid agencies that conduction disaster management program ini Indonesia, this also increase the disaster management program implementation, wheather it is based in community, school and even in the capacity building of government . Community Empowerment Project such us DRR Project should be placed in development context where concern on behavior change of individual, institution and social structure instead of project’s administrative purposes. Adjusting program strategy to beneficieries geospatial structure and condition should be considered. In practice, the successes through the achievments of these program is still a debate regarding the ideal shape and also suitable with sustainable community development context. This study was conducted to analyze the structure of a program on disaster risk management through the analysis of the conseptual structure and field implementation of project from community empowerment perspective. Outcome mapping uses for comparing project strategy in way to achieved outcome. Changing in level of participation and also behavior change become indicators community empowerment and its correlation with the project. This research seeks to unravel the forming variables in the program to identity the variable or any factors that can affect the success and sustainability of a DRR Program From the results of discussion and analysis, the main program which become the research object shows its contribution to the actor capacity upgrading who become target of the program. But community empowerment aspect with behavior change and sustainable community participation as the indicators still need to be concerned by project manajement unit in future.
