Telkom Telekomunikasi Indonesia launched the Telkom Corporate University Center (Telkom CorpU) to support the company's mission by carrying out activities in support of individual and organizational learning abilities. AMA CorpU is a division at Telkom CorpU, Telkom Bandung's human capital department. The main function of Telkom CorpU is to support human resource development programs. At present, the development program supports a growing digital culture with the support of Telkom CorpU employees. AMA CorpU Digital Amoeba Program is considered to have a high failure rate, and this is a challenge for AMA CorpU because there are funds that have been provided by the incubator program starting from the customer validation stage in the initial process. This program is expected to have a good impact in the future.
This research was developed a program evaluation framework for the Digital Amoeba Program. The evaluation framework consists of evaluation steps, evaluation tools, time to do the evaluation, and also ways to analyze the evaluation data. Amoebas, which cannot proceed to the next stage and rise in the period of improvement, are the evaluation objectives in this study. The evaluation framework was developed using the Kirkpatrick Four-Level Training Evaluation Model and the Return on Investment Measurement Training Model by James J. Phillips. This training evaluation model divides the training evaluation process into five levels: reaction, learning, behaviour, results, and investment training (ROI). Due to limited research time and challenges in the data collection process, this study only carried out three levels of agreement: evaluation, learning, and action.
The findings from the evaluation of reaction rates on the implementation of the organizing of the AMA CorpU for the application of the Amoeba incubation received good input from the Amoeba participants' Digital Amoeba Program. An evaluation of the level of participation of Amoeba has agreed to the expected plan to implement the Digital Amoeba Program before they participate in the AMA CorpU incubation. However, the results of the participant committee of AMA CorpU showed that what was expected from the participants after being approved in the Digital Amoeba Program became better after the participants took the AMA CorpU incubation.
Furthermore, this research proves that AMA CorpU will continue the training evaluation upwards. Amoeba's Digital ROI This program was developed to evaluate the results, and yield data that will be used to calculate ROI is the total investment data collected, human resource development, and systems that can be designed to meet the expected results of Amoeba and AMA CorpU participants to Telkom Indonesia. Therefore, for the next program evaluation, AMA CorpU is recommended to determine the target of receiving the Digital Amoeba Program participants is not too much. AMA CorpU must also determine more specific and measurable KPIs for each Amoeba so that training can be given on target.
