Summary:<b>Abstract:<p align=\"justify\"><br /> Upper River Basin is an environmentally sensitive area which needs to be managed properly and be maintained as a protected conter catchment area, most importantly due to its major impact on the downstream area. The worsening environmental conditions of natural resources (forest, soil, water) in upper catchment area may adversely affect the quality of life and of the environment of the downstream.<p align=\"justify\"> <br /> Serious problems which are found in the upper catchment area, particularly of critical lands, are generally resulted from a number of factors, i.e.: population pressures, soil erosion, deforestration, upland farming.<p align=\"justify\"><br /> Such a condition was caused unfavourable impact of the downstream area, i.e.: accelerated sedimentation, floods, decreasing productivity of agricultural lands.<p align=\"justify\"><br /> Based on the fact described above, to developed upper Cimanuk catchment, it needs spatial instrument as a ecosystem.<p align=\"justify\"><br /> This study aims at setting the priority in reducing critical lands in upper Cimanuk catchment area through the use of cross-sectural base spatial planing.<p align=\"justify\"> <br /> From the research, its was found out that: <br /> 1. The various on going programs of handling critical lands, have so far been unsatisfactory. This is particularly due to unintegrated and non spatial dimension sectoral approach.<p align=\"justify\"> <br /> 2. The human activities either planned or unplanned development will increase un controlled land use, including extensive critical land in upper Cimanuk catchment area.
