Natural disasters are a form of environmental crisis that is triggered by many causes, both those that occur suddenly and which can be predicted. Often one natural disaster can trigger another natural disaster or even become another crisis situation. Therefore structured stages in disaster management play an important role. In each phase of disaster management, the preparation of accurate resource data from all components involved in disaster is needed. Each region has different risks and characteristics of disasters, but the pattern of disaster management must remain the same, so a disaster management guideline is needed. The handling that has been done so far has not been based on systematic and structured steps in each phase, so that overlapping often occurs and even there is an effort step that becomes an important priority not handled. Moreover, if a largescale disaster occurs, the regional emergency management system will be defenseless so that it requires escalation in the process of handling it. By using the Design Science Research Method (DSRM) method, this research was conducted to design a disaster management framework in the crisis phase to build a crisis center that becomes the information and command center when a disaster occurs, so that disaster management can be done quickly, precisely , and responsive. This framework is further elaborated into management aspects that produce organizational structures and technologies that can be used at crisis centers. This design can serve as a guide for the government in building a crisis center. This design provides structure and functions that can be included in the design of a new crisis center. text
