Based on the decree, there will be e-Government coordination team that consist of 7 ministries that will be responsible for that Ministry of Administrative and Bureaucratic Reform leads. However, this enormous project still managed by ex-officio team in each ministry in addition there are limited human resources which make the project progress at a slow pace. Based on this issue, this research combined the interview from high-level of government that involved day-to-day with the electronic government project and the literature with comparative study how e-government implemented in the developed countries along with how tech start-up to progress agile for creating a product to point out the core issues and create further analysis to debottlenecked this electronic government projects. Based on the analysis, developed countries such as Singapore and UK had their own institution that focused on the digitalization strategy meanwhile in the Indonesia, this project had fragmented management issues where many decisions need to be taken by multiple institution which became the core bottleneck issues combined with the limited human resource that also had their own business as usual duties. To solve this issues, there need a Project Management Office (PMO) as the strategic director and the Implementation agency that work based on the concept created by PMO. Both of the institution needs to adopt the start-up methodology to focus on the agile delivery This project management office need to be non-structural institutions that can coordinate with the ministries level and had similar power as the executive staff of the president. text
