A comparative study the characteristic of production of drinking water supply under two different systems, namely small-scale and large-scale water supplies has been carried out. Through a total production cost approach by using a financial analysis method, it was found that the total cost per unit production (Rp/m<sup>3</sup>) in small-scale water supply is higher than the large-scale water supply. It means that the community who obtain water supply service through a small-scale service pay higher than those who obtain the supply through public services. The degree of difference of total production cost per unit volume paid by small-scale water supply consumers reflects the indication of their willingness to pay, inspite of not the maximum value. The study also showed that the total cost per unit production has a decreasing trend if the production scale increases. Therefore, in the future the large-scale water supply will be more economical and better than the small-scale water supply. The scheme tariff based on full cost recovery system is one alternative not only to overcome the funding problem, but also to control water consumption in the future. However, implementation the system required further comprehensive study. |
