Summary:Battery energy storage systems (BESS) become one of consideration for applied to support the operation mechanism in power system grid. One of battery application is for the frequency stability that can set a better frequency regulation. The BESS responds to both under-frequency and over-frequency events by charging or discharging, as necessary. This paper deals with determining an approach to deviation of system operating frequency towards NERC frequency response criteria to determine BESS capacity in frequency regulation function in Bali subsystem. Frequency Response or Frequency Response Characteristic (FRC) is the change in frequency that occurs for a change in load-resource balance in a system. The methodology is started by determining the distribution of the frequency that occurs in the system to determine the amount of frequency deviation. Then, the determination of stiffness which becomes one of the parameters for BESS capacity calculation. According to the calculation the power and energy rating of the BESS were 2.7MW and 1.6MWh, a basic function which uses a symmetrical steady-state (RMS) simulation on DIgSILENT PowerFactory software was done to test the frequency regulation function of BESS. An approach with the NERC frequency response criteria is also used to see the frequency response of system with and without BESS. The result is prove that BESS able to work for frequency regulation meeting NERC criteria, and with 9% of IRR and a positive NPV, BESS investment can fulfill economically
