SETTLEMENT SPACE TRANSFORMATION AROUND THE ENCLAVE TOURISM AREA (STUDY CASE: SETTLEMENT AROUND “THE LODGE MARIBAYA”, CIBODAS VILLAGE, LEMBANG DISTRICT, BANDUNG BARAT REGENCY)
description Settlement, as one form of the built environment, will always experience changes caused by human activity. The changes were made as a form of human adaptation in order to meet their needs. These changes can further be referred to as transformation. In the context of settlement with tourism activities, transformation can occur due to the fulfillment of tourism amenities. This fulfillment is usually accompanied by economic motive and is often seen as a business opportunity along the increasing number of tourists. Enclave tourism is often criticized as a form of tourism that is less integrated with the surrounding environment. This is caused by the difference between the context of the enclave and the context of the surrounding environment, both in terms of characteristic and management. Those make the discussion of transformation caused by the development of enclave tourism, especially in settlement space, interesting. This study aims to see the settlement space transformation caused by the development of enclave tourism. "The Lodge Maribaya" and "The Lodge Fairy Garden" are examples of enclave attractions built within settlement space. The study was conducted on settlement space in Cibodas Village, especially within the boundaries of three RWs encompassing the two attractions. Transformation reviews are carried out on physical and territorial aspects. Physical transformation reviews are seen through changes in layout (plan), material, and appearance. Meanwhile, territorial transformation reviews are seen through changes in public-private nature and territorial shift. The unit of analysis is taken in plot. Samples were taken on five road segments with different relative positions from tourist route. Transformation is seen through comparison of plots condition before and after tourism development. Comparison of plots condition is also seen in seasonality difference. In addition to a review of transformation itself, analysis was also carried out in looking at the agencies role and interaction contained in this study area, the decision making patterns, and their effects to the transformation. The results showed that, from 80 plot samples, there were 48 plots (60%) transformed due to tourism development and 16 plots (20%) transformed due to occupancy reasons only. Meanwhile, 20% plots didn’t transformed. Based on the physical aspect, there are 43 plots (53,75%) transformed in all aspects, 3 plots (3,75%) transformed in 2 aspects, 12 plots (15%) transformed in only 1 aspect (layout (plan) 6,75%; material 3,75%; appearance 3,75%), and 22 plots 27,5% didn’t transformed in physical aspect. Based on the territorial aspect, there are 44 lots (55%) experiencing territorial shift on seasonality difference. In discussing the plot position factor, the aspect of tourism route looks more influential than distance. Seasonality factor influences territorial transformation and physical transformation in appearance aspects. In this study area, there are four agencies that play a role in decision making, namely tourism administrator, village government, youth organization, and local community. From the results of some case analysis, there are several patterns of decision making that involve parts of one, two, or even four agencies at the same time. The decision making pattern involving the four agencies can occur under normal conditions and conflicts. The decision making pattern involving the four agencies can influence transformation on the plot scale or the overall settlement space.
