Summary:The limitation of government funding in public sector services, especially in the provision of drinking water, is the background of the involvement of the private sector to cooperate through the public-private partnerships (PPP). The basic principle of PPP is the distribution of risk allocation between the government and the private sector by providing management of the type of risk to those who can manage it. The fact that investment infrastructure of drinking water services has a high level of risk. This indicates that the success of infrastructure investment and drinking water services cannot be separated from the risk management. The purpose of this study is to identify and analyze the risks of PPP to determine the level of risk based on the likelihood of occurence and magnitude of impact of these risks of PPP and obtain a recommendation for risk mitigation to minimize risks so that the performance of the project is effective, efficient and achieve the target. The identification of this risk management is carried out in drinking water supply project in Babelan, Kabupaten Bekasi, presented by the Drinking Water Company (PDAM) Tirta Bhagasasi and private sector, namely PT. Grenex Tirta Indonesia using Delphi Method then determine the level of risk with considering probability and severity level of a project using Fuzzy Synthetic Evaluation Approach (FSEA) method. The results of the risk ranking analysis by the FSE Method is known that the operational risk is the highest risk borne by the private sector with a risk value of 2.39. The overall risk value of the Babelan WTP project is 2.23 and is classified as low.
