Summary:Until 2017, PROKESPEN in Badak LNG has financed by OPEX. Then some producers have ended its contract for supplying feed gas to Badak LNG’s plant site at the end of 2017. Before the contract ended, producers have to fulfill their obligations based on prevailing Badak LNG’s provisions for its employees and pensions. Producers created Agreement for The Funding of PT Badak NGL namely Past Service Liabilities (PSL) in 2016. Then producers pointed the actuary to calculate the amount of reserved PSL fund include Post Retirement Healthcare (PRHC) as of 31 December 2017. Since 2018, PROKESPEN has to be financed from reserved PRHC fund. It is going to be serious issues especially about PRHC fund adequacy. Badak LNG has to manage PRHC fund prudently so that PROKESPEN to be sustainable. There are several issues which need to be analyzed, e.g.: a) Determine PRHC fund developer, b) Calculate annual capitation of retired medical cost as reservation price for sustainable program, c) Determine retirement healthcare underwriter, and d) Set-up the retirement healthcare benefits base on reservation price and availability product on healthcare underwriter. Badak LNG creates new scheme of PROKESPEN through reviews the business situation, prepares its solution alternatives and analyzes it as business issues. In analyzing the business issues, several tools were used, e.g.: brainstorming the idea on Focus Group Discussion (FGD), Ishikawa diagram, Kepner-Tregoe matrix, future value, 1971-GAM table, and negotiation in distributive approach strategy. As the result are: a) Selected PRHC fund developer is DPLK, b) Sustainable program should be until 2109 with capitation as reservation price is Rp9,274,726 per year in 2018 or decreased 30.16% from its previous, c) Selected retirement healthcare underwriter is health insurance and BPJS Kesehatan as co-service, where both of underwriter have to implement Coordination of Benefit (COB) for efficiency reason, d) There are two retirement healthcare benefit options, e.g.: 1) Slightly different from existing benefits where service plan will be managed care, or 2) Special benefits are excluded from health insurance coverage then it will be covered by BPJS Kesehatan. Company prepares deposit fund for supporting special benefits however with limitation costs. The action plans for implementation are proposed which shall show the time schedule of activities e.g.: socialize it to stake holder, DPLK provider selection, healthcare underwriter selection, New PROKESPEN execution, and evaluate the implementation.
