These natural resources have an important role, so their management must be maximized (RI Law number 22, 2001). Fuel oil (BBM) is a type of fuel that is produced from refining crude oil. The tendency of consumption of fuel oil (BBM) in Indonesia has increased along with the increasing population in Indonesia, but it’s inversely proportional to the production of crude oil in Indonesia. Crude oil production in Indonesia decreased significantly from 352.88 million barrels to 342.58 million barrels (Ministry of Human Resources, 2015). In order to encourage the development of the upstream oil and gas sector in Indonesia, the planning of fuel distribution in each region must be adjusted to the consumption needs in each region. The role of the port in optimizing Indonesia's potential in intermodal transportation is vital, particularly an adequate Liquid Bulk Port for Fuel Oil (BBM) is needed to support the distribution of fuel. In order to reduce dependence on foreign fuel, the government adopted a policy to optimize oil refineries in Indonesia as crude oil processing facilities into ready-to-use fuel oil. Therefore, the topic raised in this Final Project concerning the Design of Liquid Bulk Terminal Operation System in Refinery Development Master Plan (RDMP) Oil Refinery IV Cilacap, Central Java Province is expected to be an appropriate alternative so that the distribution of fuel in Java and Indonesia can become one price and can reduce importing fuel from abroad. The assessment in this Final Project covers the design of operating system at the pier which includes mooring analysis, planning the type, and number of crude oil cargo handling equipment at the dock, determining the productivity of the equipment, calculating the duration of loading and unloading of liquid bulk cargo. The design of operating system in the stacking yard includes the design of the tank farm area, determining the type and number of liquid bulk cargo handling equipment in the yard, and calculating the capacity of the stacking yard. Calculation of costs and determining of tariff for handling liquid bulk cargo include calculation of total capital costs, calculation of total expenditure and income per year during the payback period, and calculation of crude oil cargo handling rates based on conditions of capacity utilization at the terminal. text
