Summary:<b>Abstract:<p align=\"justify\"> <br /> In a regulated market with tariff, which is set by the government or airline association, service quality becomes an important competition element scheduled airline business. In a less then two hours journey, punctuality is the most important variable of service quality.<p align=\"justify\"> <br /> Some efforts to improve the punctuality, which normally is measured in dispatch reliability, have been done partially and in a micro perspective view. These eforts have not been considering the Wider perspective, such as aircraft flight scheduling.<p align=\"justify\"> <br /> The punctuality has a strong relation with aircraft utilization. High utilization of aircraft can make the punctuality going down. On the other hand, operational and technical troubles could be handled without lowering the punctuality, if ground time is long enough. This means the utilization going low.<p align=\"justify\"> <br /> In order to implementing the punctuality in an aircraft flight scheduling, it is necessary to develop a mathematical model that can represents punctuality distribution characteristics by accommodating the connection flight policies. In addition, the developed model is also capable to estimate the punctuality of a determined flight schedule. <br />
