Given the fact that President Joko Widodo has a Program of Nawacita, which one of them includes the development of 35 GW electricity supply on his reigning period. Kowepo Consortium, that consist of Korea Western Power. Co., Ltd., Tidfore. Co., Ltd., SK. Co., Ltd., and Cheongsu Power Indonesia is an Independent Power Provider consortium in Indonesia that wants to take part in Indonesia Electricity generation sector.
In 2017, KOWEPO consortium is having agreement with Coordinating Ministry of Economic to provide electricity in Palu Special Economic Zone. However, on the same year, KOWEPO Consortium also proposed by BRIGHT PLN BATAM, to overtake the Power Plant development in Batam free trade zone. Because of the time, money, and human resource constrain KOWEPO consortium must decide the strategy on how to take one, of the two proposed projects that the Consortium should take to optimize all the constrained aspects of the consortium.
The strategy will be selected through analysis conducted from internal and external environment of business using the 5C analysis. The data for the input will be obtained through primary and secondary data collection, after knowing the business environment, then will be conducted EFE and IFE analysis together with using AHP Matrix to consistent the weighting. Next, the Grand Strategy Matrix will determine which way the consortium should act and finally, using QSPM, the best alternative will appear and from that alternative, a business strategy will be formulated. For KOWEPO Consortium, the Grand Strategy Matrix shows that the consortium already positioned in Quadrant 1, means that the company is in a good position to develop a product and/or a market. In accordance to Analysis of QSPM result, it is revealed that Palu SEZ Power Plant Project has better score than Batam.
To optimize the resource of that they have, KOWEPO Consortium has to decide to develop Palu SEZ Coal Fired Power Plant. To develop a Power Plant in Palu SEZ is considered to be a market development strategy for KOWEPO Consortium. Since the Consortium already secure the tender and the offtaker. The consortium should start the implementation soon by the start of 2020.
