Land is a public good. It means that the market mechanism is unlikely, on its own, to produce an efficient allocation of land uses. In fact, the government cannot fully act as a fairly agent on market land uses.<p align=\"justify\"> <br />
Many cases of land uses alteration from the government\'s planning are happened in DKI Jakarta. The case of \"Kawasan Kemang\" is an attractive example of land uses alteration. In one hand, the government has been defended that the planning of Kemang is stated as a housing area. On the other hand, the market land uses or agents are demanded that planning of Kemang is changed to be commercial area.<p align=\"justify\"> <br />
Based on this pilot study, can derived a conclusion that that the government\'s failure on development planning area process was happening. The beginning of Government\'s failure is as follows: <br />
- The planning did not consider other planning area beyond Kemang\'s area. <br />
- The planning could not anticipate the possibility of land uses alteration in the future.<p align=\"justify\"> |
