As the capital of Central Java, there is a lot of development in Semarang be it in the industry sector, infrastructure, housing and etc. This fast-paced ever growing development brings positive impacts to the economy and tourism sector. But it also brings negative impacts such as physical changes of the city. An example of a city’s physical changes is land subsidence. Land subsidence especially in a city that is bordering with sea like Semarang brings problems such as tidal flooding. The rise of sea level that is caused by global warming makes this condition worse. Tidal flood causes damages to the infrastructures and other land covers and it certainly costs the government a lot of money to overcome this catastrophe. By doing analysis regarding the level of damage caused by tidal flooding with respect to spatial aspect, the cost needed for disaster relief can be estimated. This research uses survey data regarding cost of adaptation losses of infrastructure and land cover caused by tidal flooding in Semarang. This data will be processed with digitized infrastructure and land cover data to get an estimation cost of adaptation losses. The output of this research is an estimation of cost for tidal flooding relief in Semarang.
