Summary:Badak Full Scholarship (BAFCO) is a scholarship program of PT Badak NGL for students ranging from junior high school, senior high school, and undergraduate program. This scholarship targets students who have outstanding academic achievement but coming from low income/poor families. This study aims to overcome the insufficient result monitoring and evaluation (M&E) of BAFCO program. This research was conducted with descriptive and qualitative method. Key informant interview was performed to get the primary data for the analysis. The analysis result showed that the root cause of the insufficient monitoring & evaluation of the program are assumption that BAFCO program is less significant than MSME (Micro, Small and Medium Enterprises) empowerment program, no demand for M&E from government & surrounding community, no available M&E method, and insufficient expert (resources). To overcome this problem, Monitoring & Evaluation Plan was developed based on Result Based Management approach. The monitoring & evaluation plan, and also roles and responsibilities were strengthened with the identified improvement opportunities. It includes improvement for BAFCO implementation problems which affected results chain (inputs, outputs, outcomes, and impacts). There are 3 options/ scenarios of monitoring & evaluation in the implementation plan that can be implemented by adjusting to the level of program significance and also available resources. The options/ scenarios are: a) Monitoring & Evaluation without additional resources; b) Monitoring & Evaluation with additional resources without third party; c) Monitoring & Evaluation with additional resources and third party. The options/ scenarios show that the less resources, the less results can be monitored & evaluated, which also means the less information available for improvement identification, budget evaluation/ justification, and/or management decision. This program was proven to support the achievement of SDG 4 (Quality education). The Company can extend the M&E of this program, to assess the impacts of this program, especially to the achievement of SDG 1 (No poverty) and SDG 3 (Well being).
