Toba Lake which is the largest caldera lake in the world, is a national geopark in which there is a wealth of world heritage and culture that needs to be given conservation measures. The potential available in the area around the lake becomes the interest of the community and the government to use it as a source of income. Many locations were later developed into tourist destinations, one of which is Lumban Bulbul Beach. The demand for space with increasing tourism activities starting from the increasing number of visits and the need for facilities to support these activities is a concern in this study. The phenomenon of the development of tourism activities by making it world-class tourism clashes with the characteristics of the region as a protected area. Concerns in unplanned and sporadic development will result in a decrease in land value and unspoiled tourism potential. This study aims to analyze the impact caused by the development of tourism on land use change in Lumban Bulbul Beach. This study uses qualitative and quantitative approaches obtained through observation, interviews, and secondary data. With the data collected, a qualitative descriptive analysis, content analysis and spatial analysis are used to explain each target. Through TALC theory, it is identified that the condition of the tourism object has gone through the second stage, namely the involvement phase and ideally entering the third stage, namely the development stage. However, the procurement and conditions of the tourism component have not been maximized. Management of tourism activities using the ecotourism value approach has also not been carried out optimally. On the other hand, some land uses in Lumban Bulbul Village have shifted from undeveloped to built-up land, it also has changed to a mixed function of residential and commercial/services after the development of tourism area. With the identification of these processes, it can be concluded that the development of tourism activities through ecotourism management has an impact on changing land use. text
