<b>Abstract:<p align=\"justify\"> <br /> <br /> Potable and palatable water in sufficient amount is the need of people. Water supply company (PDAM) as the only institution responsible for water supply system in the urban area has put all effort to provide steady and sufficient clean water for all urban citizen. However, today the PDAM has not even approached the target of government in which at least 80% of urban citizen should be served and water losses of the system not exceed 25% of the total water production. <br /> <br /> Lacking on know-what about the real problem in the urban water supply system has been suspected to be the caused of low performance of PDAM. Therefore, this study was aimed ti recognize the structure of urban water supply system by answering question as follow : (1) What elements constructed the structure of water supply system, (2) What the relationship among yhe elements in such structure, (3) Which elements showed potential to inhibit the development of the water supply system, (4) What is the effective and efficient ways to either minimize or remove those constrains. <br /> <br /> Urban water supply system consists of elements : water, company, consumer and government policy. Water element depends on the hydrological cycle ; Company element consists of the availability of raw water, production, distribution, and marketing ; Consumer element is the need on continuity, quantity, and quality of the water ; Whereas government policy element is the effectiveness of the policy product. The relationship among the lements was proved to be inter dependence, either directly or indirectly. <br /> <br /> The observation revealed there was elements formed relationship in such away so that inhibit the development of water supply system. Those elements, among others, are the level of technical service and level of water supply system failure ; and the failure of water meter function and level of water meter reader salary. The consequence of these phenomenon is that income of company, as the most importand element in running a water supply system, become disturbed. Control on staffs having relations directly with company income is balled to be one of effective ways to increase the company income. However effort on this matter often facing humanity problems. For this reason, it is important to seek a technology to be functioned in some critical elements such as water meter reading, water biling, and consumer administration.
