<b>Abstract :</b><p align=\"justify\">The rapid progress of science technology also economic development had frequently caused undesirable side effects, such as industrial and traffic accidents, and poisoning.<p align=\"justify\"> <br /> Various disasters or calamities which frequently or continuously befell several areas within Indonesia, are caused either by nature, human activities, epidemic, and impacts of technological progress had resulted in human suffer, deaths, material losses, in addition to damages of environment and results of development that had been realized with so much efforts.<p align=\"justify\"> <br /> The mass victims of the disasters or the accidents, from minor to severe, had caused serious impacts in hospital providing medical first-aid treatment to the victims. It is because, as usually, there is a discrepancy between the frequency of the accidents and the first-aid facilities, and the increasingly limited capacity of the hospital.<p align=\"justify\"> <br /> Accidents or disasters always happen unexpectedly and are often caused by large number of victims, so these victims would need a specific treatment that should be differentiated from the daily emergency treatment.<p align=\"justify\"> <br /> Treatment of the mass victims of accident or disaster with their different emergency level should be based on a system which is able to guarantee an immediate and correct treatment, either before or during the treatment in hospital. Its implementation needs a well-defined arrangement as regarding its organization, coordination, preparation of facilities and human resources, integrated operational communication and pattern among the related elements or parties.<p align=\"justify\"> <br /> To anticipate the problems, any hospital should adopt a standard procedure the problems to overcome.<p align=\"justify\"> <br /> In this final assignment, the author tried to formulate a system of medical treatment for the victims of accident or disaster that should be adjusted to the potentials and conditions of the Immanuel Hospital in such a way that could be adopted as a standard procedure for any parties involved.<p align=\"justify\"> <br /> Implementation of this procedure need some periodical, in-group training, and improvement of the qualities of medical treatment for daily emergency patients.
