Pelni has become the primary choice for community sea transportation in Indonesia. In 2015, in line with President Joko Widodo's Nawacita program, PT. Pelni has been assigned to serve the Sea Toll route in Indonesia. in the first year of the program PT. Pelni received an assignment to serve 3 sea toll routes, and developed until 2020 to become 8 routes. This study examines the lack of realization of voyage on sea highway shipping routes each year. This is the biggest issue because from 2016 to 2020 PT. Pelni has never sailed a sea toll route in accordance with a contract awarded by the Ministry of Transportation. The process of collecting data is done at the office of PT. Pelni by observing the realization of the sea toll voyage achievements each year and interviewing employees of PT. Pelni who works in that field. The data is then analyzed and calculated. Analysis and calculation results show that the route given by the Ministry of Transportation is too long so voyage is sometimes served more than the specified time. As for the results of this study there are proposed routes with a clustering system by taking into account the hub and feeder ports with shorter routes and lower cost estimates than the Budget Plan provided by the Ministry of Transportation. text
