Summary: | The Management of Village’s Asset is an effort to arranges and keeps the village’s
wealth so that it can be used for the behalf of the village and prevents scarcity of
resources. Water spring as the village’s asset of Ciburial Village has a big role for
the community in the sake of primary need fulfillments, providing fresh water as an
indicator of developments in Indeks Desa Membangun 2015. The Management of
Ciburial’s Water Spring should be referred to guidelines for asset management, at
least the principles mentioned by scholars. Peraturan Menteri Dalam Negeri Nomor
1 Tahun 2016 tentang Pengelolaan Aset Desa counts as a guidelines for asset
managements for Ciburial Village, but it was implemented after the water spring
built years before. The Management has been continuosly done, but it is uncertain to
follow any global principle of asset managements as mentioned in General and
Industrial Management (Henri Fayol, 1916), PAS 55-1:2008 Asset Management
System, or ISO 55001:2014 Asset Management. The Global Principles of asset
managements synthesized to be principles that can be implemented in a village scale,
and then it is arranged to be an approach to understand the pattern of the
management of village’s asset. The pattern consists of Planning phase, Building
phase, Operationalization phase, and Evaluation phase. The Management of Water
Spring as the Ciburial’s Asset identified with the study of suitability of asset
management principles in village scale. The output of the managements pattern
analysis generally can be concluded that the village has fulfilled the principles of
asset managements, but there is some gap to maximize all the fulfillments, that is
related to effort to give impact to Ciburial’s people as a benefit receiver of the water
spring managements. |
