The cultural significance value plays an important role in describing the original identity of the region while determining preservation actions in the process of developing and designing cultural heritage areas. Significance value of the area that was identified was very instrumental in preventing loss of identity and fading of the authenticity of the area as a result of uncontrolled development and demands from various aspects. A form of regional development that is rife nowadays is the development of thematic villages. An example of the development of a thematic village is thematic village in cultural heritage area. The problems that occur in the development of these thematic villages are suspected to have not been based on regional significance values. The development of thematic villages in the area of cultural heritage is not only closely related to economic and tourism sectors, but also cultural and education sector.
Surakarta City or known as Solo City is one of the Heritage City that has a lot of natural, historical and cultural heritage which later became a very important tourism asset. Based on Surakarta Mayor Decree No. 646 / 1-2 / 1/2013, Surakarta City has a total of 6 assets of cultural heritage areas and 69 assets of cultural heritage buildings. In addition, Solo City also plays a role as one of the declarators and members of the Indonesian Heritage City Network (Surakarta, 2018). The wealth of cultural heritage makes developed tourism in Solo City based on cultural tourism. One of thematic villages development in the cultural heritage area of Surakarta City is Kauman Village (Kampung Kauman).
Kampung Kauman has officially become a batik tourism village in 2006. Kampung Kauman is also a regional tourism strategic area which is included in the Keraton Surakarta tourism strategy area (Bappeda Surakarta, 2016) as well as a heritage area (Kemdikbud, 2016). The practical problems of Kampung Kauman stem from changes in functions and activities, physical changes in the environment, changes in building typologies, social changes. Kampung Kauman has improved after officially becoming a tourist village. The development and improvement of the existing Kampung Kauman has not been based on significance values because the significance value has not been identified.
The purpose of this study was to identify the cultural significance values of Kampung Kauman Surakarta. The significance value is expected to be useful as a basis for consideration in the development and design of Kampung Kauman as a tourist village so that the character, identity, and importance of the area are not lost. The research method that used is a quantitative method with quantitative descriptive research. The research approach used in this study is the historical approach of Kampung Kauman Surakarta. The research strategy used is a case study with a single type.
The research analysis was carried out based on a predetermined valuation base covering the significance values, criterias, components, variables, and the basis of assessment. The significance values include aesthetic value, historical value, cultural value, scientific value, social value, and economic value. Assessment criteria include representative, rarity, condition, completeness and integrity, as well as interpretive potential. The components used are location and setting, form and design, use and function, immaterial and essensial quality. Variables are obtained from the linkages of criteria and component. The basis of the assessment is obtained based on the relationship of values and criteria used to describe the original and present conditions as well as the potential and problems of each variable. The next step is to determine the degree of significance by assessing the original and present conditions based on predetermined parameters. Conservation actions are determined based on the potentials and problems that have been identified.
Based on the results of the analysis that has been done, it has been concluded that Kampung Kauman has a significant level of significance. The significance value of Kampung Kauman based on the highest level is social value, economic value, historical value, cultural value, scientific value, and aesthetic value. Social value is the highest level of significance with the highest criterion is rarity. The results of this study are expected to contribute to the field of urban design study regarding the cultural significance of Kampung Kauman Surakarta, especially in the development and design as a tourist village. |
