However, this performance was achieved without significant involvement of competent institutions at level II, while had not facilitated a decentralized urban infrastructure provision. Planning and programming activities, especially the preparation of Program Jangka Menengah (PJM), in essence were carried out merely by consultant which was hired by and responsible to Central Government.<p align=\"justify\"> <br /> The marginal role of Local Government was also found in the IUIDP project implementation stage in which the Central Government (Ministry of Public Works) dominated P3KT management through its authority establishing PMU organization structure and appointing personnel at strategic posts in the organization.<p align=\"justify\"> <br /> Overall, this study concludes that a sustainable IUIDP management could be achieved if the following requirements were met: (1) IUIDP management should be adaptive to the changes in urban infrastructure provision system\'s environments in response to UU No. 22/1999; (2) Transparency and achievement measures in decentralizing the responsibility of urban infrastructure provision to local government; (3) Community and private sector involvements in urban infrastructure provision; and (4) Transparency and mechanism of accountability in the overall cycle of planning - implementation - supervision and control of urban infrastructure provision. text |
