<b></i>Abstract :</b><i><p align="justify"> <br /> The provision of urban infrastructure services in Indonesia have not met the need of their citizen needs. At Desa Cihanja in Bandung fringe area, there were some diseases because of lack of clean water provision by PDAM. To solve the problem, a short run strategy was decided, that is to develop clean water system within the full participatory of the community. The strategy was by involved local community and other actors as program facilitator. Cihanja's clean water program was one of some CARE International succes programs. <br /> <br /> UNDP studies and CARE International experiences have found issue that the succes of clean water program by people participation approach depends on three aspects. That aspects are people's participation, facilitator's performance, and program mechanism. This Issue has also suggested by Bryant (1982) and Narine (1986). Relating with that issue, this study try to test the implication of those aspects in Cihanja's clean water program and three others location as comparison. <br /> <br /> To analyse the problems, three steps of analysis are formulated. Those steps are the following : firstly to analyze community participation level, secondly to analyze community and facilitator's component, and thirdly to analyze lingkage between facilitator's performance and program mechanism to people's participation level. By that analysis, this study has found that facilitator's performance and program mechanism influence community's ability and willingness to participate. It has proven that the UNDP and CARE International issues significant, while there are other factors beside community that also determine the successfull of the program.
