Transport institutions are responsible for the planning and development of public transportations, establishing minimum service standards, as well as supervisory functions. Unless ineffective transport institutions were to be intervened, its long-term consequences might cripple the transport system as a whole. Adversely affected by traffic congestion, the officials of Bandung Municipality published the Bandung Municipality Transport Master Plan (2015) as well as Bandung Urban Mobility Project (2016) which included the development of Cable Car to be utilized as one of the many feeder transports. However, as of the year 2019, said plan has yet to be established, this when the plan originally had been devised since 2010. As such, it is necessary to study the institutional capacity of Bandung Municipality’s transport institutions in order to understand the possible hurdles that came to during its process, as well as to form possible interventions. The study is first carried out by determining factors which influence the institutional capacity based on literature reviews. Those factors are then weighted using the AHP method and incorporated with the score of each factor through content analysis, used as means to ascertain the institutional capacity of each agency in Bandung Municipality, which is involved in the development of Cable Car. The result shows that, as a whole, Bandung Municipality’s transport institutions are deemed “Adequate”. This is shown by agencies such as PT. ADP and Dishub which embody the Leading Sector being classified as “Good”, while agencies with supporting role such as Bappelitbang, DPMPTSP, Bag. Kerjasama, Distaru, and DLHK being classified as “Adequate”. Such condition implies that the development of Cable Car in Bandung Municipality is still dependant to the Leading Sector, and that coordination as means to synergize the transport institutions as a whole is still needed to achieve desirable outcome. text |
