Summary:Process Safety are disciplined framework for managing the integrity of hazardous operating systems and processes, by applying good design engineering, operating and maintenance practices. It deals with the prevention and mitigation of incident that potential causes by release hazardous materials or energy. Process Safety Management (PSM) is a work system which purpose is to prevent or minimize the consequences of catastrophic releases of toxic, reactive, flammable or explosive chemicals that would endanger employees or the public and may lead to illnesses, injuries and death. Short and simple version said: “Keep it in the pipes.” PT Pertamina (Persero) is one of National Energy Company which focus to handle all of energy business in Indonesia. PT Pertamina (Persero) have various business activities that are upstream, midstream and downstream activities. PT Pertamina Refinery Unit (RU) II Dumai is one of Pertamina’s Refinery located in Dumai – Riau, Sumatra (Indonesia). This Refinery has a plant to process crude oil to be various kind of hydrocarbon. As a refinery, RU II has a Process Hazard that can make Process Safety Incident. Pertamina implement PSM to control Process Hazard in Refinery. This system consist of 15 element refers to Occupational Safety and Health Administration (OSHA) and Center for Chemical Process Safety (CCPS). This thesis is study for selecting objective and element priority using Analytic Hierarchy Process (AHP) in implemented PSM. Base on AHP we can see that the main objective priority for implementing PSM are People Safety (26,8 %), Process and Equipment Safety (26,8 %), Equipment Readiness (10,9 %), Community Safety (8,9%) and Production (6,2 %). Three highest element priority that must be consider to achieve this objective are Element 0 Process Safety Leadership, Element 7 Operating Procedure and Element 6 Safe Work Practice.
