<b>Abstract:<p align=\"justify\"> <br /> <br /> This thesis explained a study in order to identify the basic \' problems which were necessarily solved in reinforcing the order of Safety and Health Occupational Management System in national as a more strongly \'movement\'. A review toward the Safety and Health Occupational policy was started from the first implementation of manpower affair supervision on the 1847 and the lastly, the policy of Safety and Health Occupational Management System was issued by Minister of Manpower on the 1996, it indicated that how the formulation in that Safety and Health Occupational policy has been formulated on the basis of considerations overwhelming the Safety and Health Occupational problems in industries. However, it was observed that objective, strategy and policy in order to support the realization of national occupational system which was according to the norms of Safety and Health Occupational can be implemented as was formulated In this study was indicated the existence of two basic problems which will be inhibiting for the implementation of Safety and Health Occupationai, namely the government failure in the Safety and Health Occupational Management System, and the existence of the compnay failure which was induced from the existence of the government failure. The company failure applied the Safety and Health Occupational policy was an induction of the government failure for doing the building and Safety and Health Occupational system socialization. The slacking law enforcement with no heavy santions for who violated the Safety and Health Occupational provisions, it was also the cause of either government failure or company or management failure.<p align=\"justify\"> <br /> <br /> <br /> Thereby, there purpose of this thesis is specifically and based on the empiric observation, identifying the factors are the causes of application difficulty of safety and health occupational system or which are supporting the application of that system and further analyzing the expose the ideas to enable the reductin of inhibiting factors and the enforcement of supporting factors. The location of study was the PT. Bukaka Teknik Utama (: wit t e consi\'eration t at : I s management has given a commitment to apply the Safety and Health Occupational System in its companyThe method of this study is that evaluation, working by both primary and secondary data collecting, namely by interview and literature study. The types of this study is that analysis descriptive and . the obtained information is analyzed qualitatively. That results of this stirdi is known that an effort to solve the basic problems in the application of that completely Safety and Health Occupational system is seemingly enough complex, but it is not impossible. Firstly, company or management element has necessarily role and more actively function and management element is necessarily giving the high \'committment\' to implement the Safety and Health Occupational policy which is made by them. Secondly, the government element; in the Departemen of Manpower is necessarily more comprehending its role and no discriminative action, creating the certainty climate and giving the facilities of industrial life. Thirdly, manpower element must more strive to increase the knowledge and their occupational skill and increating their compression about the objective of Safety and Health Occupational system implementation, namely for all parties, especially for himself or herself and their family. This effort can play more actively role and the existence of law enforcement (rule of law).<p align=\"justify\"> <br /> <br />
