In line with the rapid growing of Surabaya development, volume of solid waste also increases fast. Unfortunately, the expanding of solid waste management capability is always left behind. Some problems exist and give negative impact to environment quality.<p align=\"justify\"> <br />
In the view of public policy, the problems of solid waste is closely related to market failure (solid waste as public goods) and government failure (lack of service for some areas). It means that the problem would need generic policy.<p align=\"justify\"> <br />
In order to face the problems of solid waste in developing countries, Hasan Poerbo introduced \"Integrated Resource Recovery (IRR) or Pemanfaatan Sampah Terpadu (PST)\". Principally, PST is proposed to reduce solid waste as much as possible by recycling and composting in the area that is close to the source of waste. In this study, it is assumed that PST would give valuable input to formulate the generic policy. For this objective, therefore, this study makes hypothesis that \"the implementation of PST would give benefit to solid waste management in handling the problems of solid waste in Surabaya\".<p align=\"justify\"> <br />
From analysis, it is found that PST is suitable to face the problems of solid waste in Surabaya. The characters of IRR/PST would be 750 m2, serve 20.000 people with approximately 28 m3 of raw solid waste per day. The IRR/PST would produce 1.150 kg of compost and 665 kg of recycle materials per day.<p align=\"justify\"> <br />
To evaluate the benefit of PST for solid waste management, the study uses two kinds of analysis; they are financial analysis and strength and weakness analysis. Financial analysis shows that IRR is feasible for investment. However, the investment is sensitive to higher interest rate and lower price of compost. From the strength and weakness analysis, it shows that the total strengths when PST is implemented would be much higher than the total weaknesses. This can indicate that the PST is valuable to face the problems of solid waste management in Surabaya.<p align=\"justify\"> <br />
From the results of the two kinds of analyses, it can be concluded that the PST would give benefit to solid waste management in order to solve the problems of solid waste in Surabaya. At this point, the hypothesis of the study, \"the implementation of PST would give benefit to solid waste management in handling the problems of solid waste in Surabaya\", is approved. |
