Summary:Indonesia’s geographical location is on the world's main shipping lane that connects the strong industrial countries in East Asia and Australia. The concept of an archipelagic state that has been echoed since the Djuanda Declaration and was further emphasized by the birth of UNCLOS III in 1982 has changed the perspective of the sea in the concept of territorial boundaries, from dividing into unifying islands that form the archipelago. The existence of this concept is an advantage for Indonesia, both in economic and political terms. Behind the full sovereignty that we have gained in Indonesian waters as a right derived from UNCLOS III, there is the concept of freedom of navigation that must not be violated which then applies the Indonesian Archipelagic Sea Lane (ALKI), the main shipping lane that cuts across the waters of the Indonesian archipelago. ALKI II, which passes through the Makassar Strait, is an important navigation route because in addition to having a depth that can accommodate large ships, it is also close to the new national capital in East Borneo. The Makassar Strait has not yet had a Traffic Separation Scheme (TSS). The application of the TSS will improve shipping safety and facilitate the application of early warning systems. The research method used is to use spatial analysis that refers to the technical aspects of the prevailing regulations and depictions using the cartometric method. The results obtained are the recommendation area for TSS in the Makassar Strait and analysis of the completeness of TSS facilities and infrastructure and early warning systems, namely Vessel Traffic Services (VTS) in the Makassar Strait study area.
