Summary:Indonesia has a large amount of marine wealth that also followed by various maritime threats. These threats occurred as a result of conflicts of interest in the sea. In overcoming threats, the government through the state institutions needs to uphold maritime law and security in Indonesian territory. But there are some overlapping tasks and functions between institutions that needed to be accomplished to strengthen Indonesian maritime security. Maritime security's broad coverage and conflicts of interest in the sea area can be resolved with marine cadastre. This research identifies the application of marine cadastre in maritime security management based on the objectives of marine cadastre. This study also uses an institutional approach in marine cadastre to resolve overlapping tasks and functions among maritime institutions. With the marine cadastral approach, this study also analyzed the maritime strength spatially. This study found that maritime security management has not met the objectives of the marine cadastre. Overlapping institutions are caused by the broad scope of rights and responsibility of several institutions. Besides, based on spatial analysis, security agencies need to improve capabilities in maintaining Indonesia's sovereignty in the sea.
