Summary: | Tourism is a sector that carries a vital role as a contributor to the economic growth
of a country. Tourism plays a big part as the source of regional earnings such as
Local Own-source Revenue (LOR) which applies as one of the main income of
Indonesia. Tourism is a sector that is prone to uncontrolled events such as disaster.
One of the tourism areas in Indonesia that contributes to LOR and also prone to
disaster is Special Economic Zone (SEZ) of Tanjung Lesung Tourism. Tsunami
disaster that occurred in 22 December 2018 leaves a huge impact to SEZ of
Tanjung Lesung Tourism. Responding to this condition, SEZ of Tanjung Lesung
Tourism has conducted a few proceedings of recovery in 2019. However, the effort
of recovery that hasn’t been completely performed is encountered with another
uncontrolled event which is COVID-10 that leaves a big impact to the tourism area
since March 2020. The events that took place in the past 3 years carry a vast impact
to the components of tourism which affect the regional income. Tourism has three
components which are amount of investment, number of tourists, and number of
hotel occupancy. Therefore, this research aims to identify the impacts of tsunami
and post disaster recovery strategy along with the impacts of COVID-19 to SEZ of
Tanjung Lesung Tourism which influence the Local Own-source (LOR) of
Pandeglang Regency. Content analysis and quantitative descriptive analysis are
applied to identify the impact of tsunami and COVID-19 to the tourism area. Then,
to formulate post disaster recovery strategy of tsunami using qualitative descriptive
analysis. The analyses imply that the uncontrollable events occurring in SEZ
Tanjung Lesung Tourism in the past 3 years cause the decreasing contribution
amount to the LOR of Pandeglang Regency continuously. The decrease is defined
by the implication of tsunami and COVID-19 which affect the number of tourist and
hotel occupancy, while the number of investment did not get affected. The post
tsunami disaster recovery strategy focuses on the procurement of attractions,
amenity, and accessibility that can be easily attained in terms of time and price,
and it is required to involve the local community to develop and improve the
capacity of human resources regarding disaster management which is efficient and
right on target. |
