THE ROLE OF NATIONAL ENVIRONMENT MANAGEMENT AUTHORITY (NEMA) IN THE ENVIRONMENTAL MANAGEMENT OF GREATER KAMPALA METROPOLITAN AREA (GKMA), UGANDA

The aim of this study was to investigate the role of NEMA in Environmental management of the Greater Kampala Metropolitan Area/Uganda. To achieve the above aim, the study adopted a qualitative document review method of data collection. The concept of Actor Network theory was used in identifying how and why NEMA through the process of translation relates with other actors both human and non-human and in what capacity (either in a centralized or decentralized manner) at the various stages of implementing environment management policies. This relationship between NEMA and other actors both human and non human was illustrated using the socio techno gram tool. In order to understand the aspects of representation of NEMA in the implementation and enforcement of a specific role at various policy implementation stages, a matrix framework was developed using the key policy implementation phases. Research findings indicated that in the implementation and enforcement of environment management policies within the GKMA and Uganda at alarge, NEMAS representation was in some cases a higly centralized institution, higly decentralized in some roles while also in other scenrarios it assumed both statuses of being a centralized & Decentralized institution at the same time. However the study findings also revealed that NEMA was less successful in being a centralized institution as compared to being a decentralized institution and this was attributed to internal weaknesses such as corruption, inadequate funding, and use of un coordinated implementation and enforcement tactics among others.
