Summary:The implementation of social protection in the form of social security and social assistance has been widely studied. For social protection to be efficient, effective and integrative it is necessary to transform the social protection system, one of which is through the synergy of social organizations with the government. The Puskesos innovation as a social service and protection institution at the village / kelurahan level integrated with the Integrated Referral Service System (SLRT) at the Regency level was taken as a case study in this research. The speed of adoption of the Puskesos innovation by the village / kelurahan government will vary depending on the factors that influence it. This study aims to describe the diffusion process of the Puskesos innovation, as well as to see the implications of the adoption of these innovations for the delivery of public services in the Village by using the Rogers innovation diffusion model as a framework for qualitative research and content analysis, as well as qualitative descriptive analysis. The results showed that the Rogers theoretical framework was still relevant to explain the diffusion process of the Puskesos innovation. The process went well in Bandung Regency as evidenced by the formation of the Health Center in all villages and villages. The Puskesos as a social organization in the village / kelurahan government has provided social services to the community and referrals that are integrated with the SLRT. The implication of the adoption of the Puskesos innovation is the creation of a new institution at the village level, the Puskesos which prioritizes the interests of villagers as users of social services. The impact arising from the adoption of the Puskesos innovation in the form of benefits for the community and the government as a positive consequence, and the operational costs of the Puskesos as a negative consequence. In addition, the Health Center also raises strong social capital for village officials who have a concern for the needs and interests of community members. The conclusion of this research is the development of service institutions in the village can be an alternative in developing regions. Proven through this Puskesos innovation, the community can receive benefits both from direct services and referrals to social protection programs.
