It is influenced by human resources as irrigation agent. The improvement of human-based irrigation performance is determined based on Irrigation System Performance Index (ISPI) calculation which contained of two parameters, there are personnel organization and WUA. This study was conducted by distributing the questionnaires towards irrigation officers as respondents and WUA of Macan Irrigation Area. In data analysis process, prerequisite tests and path analysis were undertaken to find the relationship between independent variables X_?(1) (irrigation operations) and X_2 (irrigation maintenance) on dependent variable Y (ISPI). Based on questionnaire result and secondary data, it was obtained 11,42 as ISPI score of personnel organization from maximum score 15 (76,1%), that means human resources in personnel organization have good performance. Meanwhile, the ISPI score of WUA obtained 6,13 from maximum score 10 (61,3%), that means human resources in WUA have not good enough performance and need more attention. In the path analysis result, the respondents of irrigation officers have significant impact on Y variable 59,6% and respondents of WUA is 84,2% with residual values on each respondent 40,4 % and 15,8%. Residual value is the residual effects of variables which are not examined in the study such as condition of physical infrastructure, productivity of planting, supportive facilities, and documentation. Then, the irrigation officers have have direct effect score of X_?(1) about 14% and X_2 30%, meanwhile, WUA have direct effect score of X_?(1) about 8,5% and X_2 44% toward Y variable. The result indicates that human resources comprehension and skill of X_2 variable have greater impact than X_?(1) variable in terms of performance optimization on irrigation system. This was happened because in irrigation operation, the farmers as water users still could drain the water independently into tertiary plots as long as the carrier channel was not broken. If maintenance process was not conducted by irrigation officers or WUA, there would be a decrease in irrigation system performance due to cumulative sedimentation, drain leak, broken water infrastructure and so on, Then, the irrigation water could not be flowed maximally. text |
