To ensure that, Government of Indonesia (GoI) through Directorate General of Oil and Gas – Ministry of Energy and Mineral Resources do supervision on the safety aspect of oil and gas industry that operate in Indonesia. Safety regulation started in 1930 with Mijn Politie Reglement Staatsblad 1930 Number 341 about Mining Work Safety Regulation. In 2017, GoI does regulation simplification by reducing 7 (seven) approval to 3 (three) approval with MEMR Regulation No. 38 of 2017 about Installation and Equipment Safety in Oil and Gas Industry. Eight months later, GoI issue new regulation with the same topic in MEMR Regulation No. 18 of 2018. This new regulation reduces more approval from GoI to become only 1 (one) approval. This research is to understand how the regulation implemented, what becomes the obstacle, then the solution for those obstacles. The research method in this study is a policy cycle that started with problem identification and agenda formulation, policy formulation, policy adoption, policy implementation, and policy evaluation. Primary data is collected by interviews of stakeholders. While, secondary data is collected by study literature of government regulations, government reports, and journal. The results of this research are some challenges during regulation implementation such as there is no online database, different interpretation, quality of inspection, unqualified personnel, independency of an inspection company, technical guidance, and fraud. Overall, this policy is already implemented and it should be continued. Therefore, MEMR needs to do improvement in implementation. Based on the analysis result, MEMR needs to make an online database of equipment, do more socialization, and create technical guidance. While oil and gas company and inspection company could train their member to get the qualification so the inspection result could be increased. Besides that, the independency of inspection also needs to be increased. text |
