Summary: | The development of urban areas can accommodate the needs of the population for their activities, which includes a knot of movements from one place to another. The Development of Transit-Oriented Development (TOD) is one of the current strategies to encourage people to switch using publik transportation modes and to promote more densely area with varied functions of activities around them, so that the utilization of development can be more efficient. The development of the MRT TOD Dukuh Atas area was the first to be built in Indonesia, also, is classified as Urban TOD serving DKI Jakarta and its surroundings. The existence of this TOD and transit node has a potential effect to generate a significant value of the land and buildings. However, the existing government financial instruments are considered not able to capture these benefits more optimally, because the imposition of taxes and levies has not included spatial economic variabels in the NJOP valuation component. This is because the economic benefits generated are related to the location of land and property. This benefit assessment is a scheme of Land Value Capture (LVC), in which the concept of the Tax Increment Financing (TIF) instrument can be inserted through the formulation of PBB-P2. This research uses quantitative analysis in the form of spatial economic analysis and spatial hedonic pricing model. It was found that there is a delineation class affected by economic benefits, patterns and spatial relationships to the selling price offered by the property, as well as variabels that contribute to the increase in the selling price of the property. The study findings can be used as a component of the NJOP-P2 renewal formulation and also modification of the DKI Jakarta Province PBB-P2 formulation. |
