Summary:To encourage the development of the Ciayumajakuning region (Cirebon-Indramayu- Majalengka-Kuningan) and to increase economic growth and global competitiveness in West Java, the West Java Government built a new airport located in Kertajati Subdistrict, Majalengka, namely Bandara Internasional Jawa Barat (BIJB) Kertajati. But in the course of its construction, it did not go smoothly. Problems such as social conflicts, job losses due to land use change, often occur during developmental periods. Its location which is relatively far from the city center is feared to be less attractive to the community. Indeed the existence of an airport can have positive or negative impacts. The existence of an airport can have an impact on the economic, social, and environmental conditions of surrounding communities. To be able to know the positive impacts (benefits) and negative impacts (costs), an analysis of the social benefits costs of BIJB Kertajati Phase I for the surrounding community is carried out. Determination of the variable costs and social benefits of BIJB Kertajati in this study used variable airport benefit costs obtained from the literature review and previous studies related to the social cost benefit analysis. The variable cost components used are capital, construction costs, operational costs, noise, air pollution, and loss of agricultural land. Whereas the benefit variable component used is new employment, income, migration, and travel time. Based on the results of the study it was found that the results of the social cost benefit analysis from BIJB Kertajati Phase I resulted in a negative Net Present Value (NPV) and a value of Benefit Cost Ratio (BCR) below 1, which meant BIJB Kertajati Phase I had more negative impacts on the community or the community felt less net benefits from the project. Based on the results of the study it was found that maximizing the availability of new jobs as well as the spatial structure plan of West Java Province regarding the construction of the Cisumdawu Toll Road and the Railroad can increase the value of the benefits of the BIJB Kertajati for the community. Optimizing the number of new jobs and accessibility to the airport can increase the value of benefits to the community and airport revenues.
