We reckon the problems stem from lack of understanding regarding the disaster management practice and complex relationship network between actors of disaster management. To address those problems, this study develops two frameworks, disaster reference model and ecosystem-based DRR. To test their applicability, we studied the forest and land fire case in South Sumatra, Indonesia. We conducted semi-structured interviews with disaster management actors and employed thematic analysis for the analysis. We found that both frameworks are applicable in the context of disaster management. The disaster reference model can be used as a benchmarking tool and ecosystem concept can be used to describe the roles and relationships of disaster management actors. Another finding is some actors support DRR effort, some actors are ill-equipped, and some actors are actively working against DRR effort. The government needs to realize that a disaster agency alone would not succeed in handling the disaster. Cooperation with every actor is needed for an effective solution. There is also an implementation challenge, as numerous programs are only halfway done due to various problems. However, the main problems of this disaster can be summarized into three categories, technical problems, socio-economic problems, and a law enforcement problem. All three problems need to be addressed altogether for even neglecting only one problem would lead to a flawed solution. A situation that we are currently in.
