Summary:Energy planning purpose to fulfill future energy demands. National Energy Planning (RUEN) is an explanation of the National Energy Policy (KEN) which is established through Presidential Regulation (Perpres) Number 22 Year 2017. RUEN uses a “top down” approach, while the Provincial Regional Energy General Plan (RUED) is established through Provincial Regulations (Perda) uses a "bottom up" approach. RUEN and RUED Provincial energy planning uses the LEAP model. On this study, comparison between the assumptions and energy projections of RUEN with the aggregate Provincial RUED. Then look for the root problem that causes "disconnection between RUEN and the aggregate RUED Province". Comparison between RUEN and Provincial RUED includes assumptions for economic growth, population growth, energy demand per sector, Total Primary Energy Supply (TPES), share of renewable energy in the energy mix, power power plants capacity and investment costs for the power plants in 2025 and 2050. Based on the results, analysis was continued using the Fishbone method to determine the problem statement, category and root causes to finding the right solution. Then there is Covid-19 scenario for energy projection to see the current conditions. Furthermore considering input from energy experts with in-depth interviews about RUEN and Provincial RUEDs. The comparison results show that the economic growth assumptions and energy projections of RUEN are greater than the aggregate RUED Provinces. The root causes of "disconnection between RUEN and the aggregate RUED Province" uses Fishbone analysis are: (1) energy is not main priority when referring to Law No. 23/2014 on Regional Government and budgeting in APBN-APBD, and (2) weak coordination of energy planning between Central Government, Provincial Government and energy stakeholders. The solution is to revise Law No. 23/2014 so that energy becomes a "mandatory" affair relating to basic services, increase coordination between institutions, mandatory spending for energy in the APBN-APBD and developing a National and Regional Energy Planning, Monitoring System (SPEND). The Covid-19 scenario energy planning uses the assumption of economic growth of 0.3% in 2020, of 2.06% in 2020 to 2024 and an average of 4.47% until 2050. The results of the Covid-19 scenario can be used as input for the Central Government, Regional Governments and energy stakeholders. The aggregate results of the Provincial RUED are input for future RUEN revisions.
