The rapid growth of the population results in a higher demand for public space; however, it is almost impossible to have more public space as there is no plausible way to enlarge the area of Surabaya. The most potential alternative is by using negative spaces in the city. Kembang Kuning Cemetery is the largest graveyard in Surabaya, which has existed since the Dutch Colonial period. The cemetery is the most occupied graveyard with a variety of tombs for Christians and Catholics. The location of the cemetery is vital since it connects people who live in a highly populated suburban area, namely Dukuh Kupang to the arterial road (Jalan Diponegoro). This access, Jalan Kembang Kuning, which crosses through the cemetery, is always busy with vehicle days and nights. However, Jalan Kembang Kuning has a weak light condition, especially in the evening, which attracts crime and illegal activities such as robbery, prostitution, drugs, and alcohol parties. So, the cemetery area along Jalan Kembang Kuning becomes a negative space. The thesis's idea is to transform this negative space into a positive space that could generate a better quality of life for people who live nearby. By creating an elevated structure above Jalan Kembang Kuning, the design attempts to cater to urban public space needs. It is expected the criminal and illegal activities will decrease because the community who uses the public space from above can be actively watching the negative area. During the night, this public space will bring some lights to the area on the ground. Therefore, there is no negative space around Jalan Kembang Kuning, and Surabaya could have more public space for the community. text
