Summary:<b>Abstract:<p align=\"justify\"> <br /> <br /> <br /> In decision support system theory, we know many methods, some of them dealing with deterministic data, and the others dealing with probabilistic data. <br /> The author accommodates both characteristics of data in one decision making model. The chosen methods are Capital Budgeting, Promethee and IF-THEN bases rule. Capital Budgeting and Promethee dealing with deterministic data, but the problems occurs in practice of this method is how to measure the parameter of chosen criteria. IF-THEN rules help the decision-maker in calculating the parameter for Promethee analysis and to keep the decision-maker\'s judgment consistently. <br /> In investment analysis for telecommunication infrastructure, the author choose three type of analysis, there are economics, technical, and quality of service analysis. <br /> Bottom-up approach use as approach in developing decision model, all chosen criteria narrowed into the three analysis. Scaling as an option for final analysis to measure the trend from the three analysis result mention above. <br /> In this research, the author designed a decision support system for choosing technology alternatives by using a joint decision making method\'s model.
