PEMDA (\"Local Government\") or PDAM (\"Municipal Waterworks\") in their efforts to serve fresh water for the urban community contributes only 46% of the population. The remaining gets ground or river water. And the more use of ground water has led to sea-water intrusion.<p align=\"justify\"> <br /> The increased garbage and waste production plus higher sea-water intrusion have resulted in pollution in water-bed that it causes public health problems subject to consumption of that contaminated-water. The pollution has also increased operating cost of the PDAM because of higher purification cost of standard water and higher maintenance costs of production and distribution facilities. This condition tends to minimize PDAM\'s capacity to improve fresh-water services to the public community. While social demand for fresh and sanitary water becomes more and more higher and urgent.<p align=\"justify\"> <br /> To solve that case, one must find out some set of policies that may accelerate distribution of sanitary water consumption for the whole public community at reasonable water rate according to the user\'s condition and PDAM itself can increase its income by selling products and reducing operating cost that PDAM shall become more capable to improve coverage of fresh water services. To achieve that goal, one must take measures to decrease pollution in water-bed.<p align=\"justify\"> <br /> Policy findings serve also the objectives of this discussion. To gather the policies, one uses rational methods while for the best alternative of policies, one carries out evaluation and comparative criteria drawn from the objectives mentioned above.<p align=\"justify\"> <br /> However, to minimize rate of pollution which occurs in water-bed, in addition to what producers have done, one also requires the optimum performance of the PEMDA Institution which is in charge of the garbage and water problems.
