<b>Abstract :</b><p align=\"justify\"> <br /> Based on the need of software that interacts for sharing application with flexible use right, software management main frame will be developed. This software based on three-tiered - client server with flexible use right setting. To make new application participates easily, public property rule and manual will be provided. <br /> From the primary application side as client, this software has two level use rights. First level is tree view, consists of object menu that can be modified depend on user group. This menu can be modified depend on the object that is registered for certain user. On the second level is detail of object that is registered. The right to use this object detail can be arranged later.<p align=\"justify\"> <br /> There are three main components from this application, client applications, server, and RDBMS that uses Ms Access. Client handles data appearance to user, server takes care on data communication that is needed by client, and RDBMS takes care of data integrity that is reflected. in table relation.<p align=\"justify\"> <br /> In relation between client and server, connection is not just doing in one way, but two ways, with double pointer connection. This is needed to minimize network utilization, because client doesn\'t has to check the changes in the server side, when server notify directly where the client position is, so every change will be known online.<p align=\"justify\"> <br /> By having application prototype and its rule, company can develop its sistem and still integrated, because development of each application is settable. <br /> Key word: dynamic use right, three-tiered application, client server, and central application.
