Summary:<b>Abstract :</b><p align=\"justify\">The objective of the research conducted in this thesis is to develop a new method, and its prototype, to del\' rmine competitive internet access tariff, that is based on customer\'s perceived values, competitor\'s quality and competitor\'s tariff. The new method is currently in need because Internet access service market in Indonesia right now is become more competitive. This is indicated by the fast growth of ISPs in the recent year, which are compete each other to provide the best tariff and quality of internet access service. Cost based plus method is commonly used for determining Internet access tariff right now. Tariff resulted by this method is no longer suite for competitive market, because it doesn\'t take into account customer\'s perceived values and other competitive aspects, such as competitor\'s quality and competitor\'s tariff. <br /> <p align=\"justify\">To determine tariff based on values and competitive aspects requires a lot of parameters with complex correlation among them. If econometric modeling is applied to this process, then it will result on simplification and linierisation of parameters and correlation among them, which is not relevant to the actual condition. By using fuzzy system that simplification and linierisation can be avoided, because fuzzy system is work based on parameters category and correlation among them. This new method to determine competitive Internet access tariff is based on correlation between cost components and parameters of customer\'s perceived values. <br /> <p align=\"justify\">The prototype of this method is already tested on TelkomNet Instant case. Tariff that is resulted by this prototype is more competitive than tariff that is determined using cost based plus method. If this proposed tariff is applied as TelkomNet Instant\'s tariff, then the value that is perceived by TelkomNet Instant\'s customer will be closer to competitor\'s customer perceived value. Prototype that is resulted by this research can be applied to different ISP and market, with good performance, through tuning process, without changing the model and configuration. <br /> <p align=\"justify\">
